I have a particular research interest in innovation and science policy and in the evolution of manufacturing and UK productivity and have extensive policy experience in these areas. Thus I was a member of the Lead Expert Group for the UK Foresight Project on the Future of UK Manufacturing from 2012-2014 and a member of the UK Prime Minister’s Council for Science and Technology (CST) from 2004-2104. CST is the UK government's top-level advisory body on science and technology policy issues.CST's remit is to advise the Prime Minister and the First Ministers of Scotland and Wales on strategic issues CST organises its work around five broad themes (research, science and society, education, science and government and technology and innovation) and takes a medium to longer-term approach.
My research includes, in addition, the analysis of the growth, financing and innovative behaviour of large, small and medium sized enterprises, takeovers, corporate governance and the market for executives in large-scale enterprise as well as the design and evaluation of industrial and enterprise support policies, including management training. I have published extensively on these issues including articles in the Journal of Operations Management, Economic Journal, Research Policy, Journal of Industrial Economics, The Journal of Business Finance and Accounting, Small Business Economics, Industrial and Corporate Change, Cambridge Journal of Economics, Journal of Technology Transfer, Journal of High Technology Management Research and Sloan Management Review. I have also edited and written numerous books and official research reports which have served to disseminate their policy implications in UK and other OECD economies. My work has been cited over 7000 times with an h index of 44 and an i10 of over 100.
